The staff are extremely kind and helpful. They take out any equipment needed and have it ready and waiting. It is a beautiful facility, and underused. I usually have the place to myself. I recommend it to anyone.
I just visited and swam some laps here on May 2. There was not a formal admission area open but I think it would have been very minimal charge. Otherwise the facility was open and I spent a great hour swimming alone. I was on a cruise and took a taxi there. City bus #8 takes you back to the pier downtown area.

The pool was available for lap swimming at no cost. (No lifeguard either!) The staff was friendly and said as long as you turn up before 3 PM you can use it, and I had the whole pool to myself. At 3 PM the kids' swim clubs take the whole pool. This was a Monday and I got the impression it was the same all week. Not sure about weekends.
Bus 8 will take you there from downtown (by the cruise terminal) and return you. It does a loop so get back on after your swim in the same direction as you were dropped off and it will eventually head back downtown ($1.25 each way, pay as you get off!).
